Advertising at Oromia Global Media As and Bakkalcha TV


We can now offer advertising on our new TV channel, Bakkalcha TV to companies with interests in Ethiopia, Kenya, Somalia and Sudan where there is high population of Oromo people

Bakkalcha TV caters primarily to viewers of Africa 3. largest language Oromo. As of today there are minimal television stations, which broadcast programs for this language. Because of this we have created a channel of entertainment for children and adults, education, knowledge, health, finance and news. The TV channel is politically neutral, it is registered with the media regulator in Norway and follows the Broadcasting Act.

Bakkalcha – means morning star and has a great symbolic value for the Oromo people.

We are transmitting on www.bakkalchatv.com and apstar 7 satellite. The satellite covers the major areas like Africa, Australia and parts of Asia and Europe. (See attached map coverage)

Official opening was 30.04.2014 with broadcasts 24/7.


Viewer Numbers:

We have been active for 5 months on the Web and can demonstrate good statistics. Our facebook page has been visited by 90 to 150,000 every week and the top countries are Norway,Sweeden,Usa,Canada,Ethiopia,Saudi Arabia,Somalia,Kenya,Germany,Denmark,Holland,Italy,Yemen etc.


 Our own website has grown steadily and today has 13 to 17,000 hits daily. (Statistics from facebook and domeneshop.no that hosts our server are available if desired.)


Prices are in NOK. monthly with a minimum of three views per day of the relevant period and regardless of the number of hits / viewers.

The advertiser can freely change campaign until 14 days before the first scheduled viewing.

If modified later than 14 days before the start of the campaign, a fee of 20%.

Altered footage and moving the agreed views within the same period be treated as changes after this point.


Cancellations can be made up to 4 weeks before the first appointment viewing without fee incurred. Cancellation of agreed commercials, so the budget changes for the same campaign, is considered a cancellation.

If cancelled later than four weeks before the first scheduled viewing incurred fees at the following rates:

- 2-4 weeks: 60 % of the agreed contract amount for the campaign.

- Less than 2 weeks: 90 % of the agreed contract amount for the campaign

Corrections, postponements and cancellations must be made in writing no later than 10 days working days prior to campaign start. If cancelled or modified later than 10 days before the start of the campaign, billed the full amount as originally agreed.

Promo confirmation

The campaign is confirmed when bakkalchatv.com has received a requisition from media agency or written confirmation from the customer. This must be BakkalchaTv later than three days prior to campaign start. The campaign will not be launched before the contract / requisition is received to grete@Bakkalchatv.com

Guidelines for Compensation / delivery

The medium’s liability for non-fulfilment of this agreement is limited to the liquidation of the advertising equivalent of this Agreement contract. Alternatively, the contract price of the non- delivered, returned customer.

About campaign stops along the way, either completely or temporarily, the customer, cannot BakkalchaTv guarantee that the campaign can be delivered in full and to obtain warranty lapses.


Bakkalcha TV reserves the right to remove ads that are in conflict with applicable law.


Extracts from the Broadcasting Act

§ 1.1 . Definitions (4th and 5th paragraph)

With advertising means any form of promotion of a product, service, cause or idea for remuneration or any other form of compensation. The advertisement also means the staple of television whose purpose is to promote the broadcaster’s own business.

With sponsorship means the direct or indirect subsidies to the production or transmission of one or more broadcasting program, given by physical or legal persons who are not engaged in the production or broadcasting of such programs.

§ 3-4. Sponsorship

If a program is sponsored, a statement to this effect and / or advert of the program. Information on sponsorship can be given in terms of the sponsor ‘s name, trademark or logo.

Content and presentation of the sponsored program must be such that the broadcaster’s editorial integrity is maintained in full.

Sponsored programs must not encourage the purchase or rental of the sponsor or third party product or service, and can not contain special promotional references to those products or services.

News and current affairs programs may not be sponsored.

Broadcast programs may not be sponsored by natural or legal persons whose principal activity is to manufacture, sell or rent products or services that are illegal to advertise by Norwegian law or regulations issued pursuant to Norwegian law. Political party organizations cannot sponsor the broadcast program.

King will issue regulations further rules on sponsorship of broadcast programs, including rules on sponsorship of The Norwegian Broadcasting Corporation.

§ 3-4. Content (section 4)

Hidden advertising is prohibited.

§ 3-5. Presentation of products and services

Products and / or services cannot be discussed and / or presented in a promotional manner in broadcasting programs, see also § 3.12 for awards in broadcasting program.

§ 10.03 Sponsorship of broadcast program – identification

If a program is sponsored, a statement to this effect and / or advert of the program. Sponsor cannot be identified in the program or program trailers. Interruptions in the program can sponsor identified at the beginning and end of each application part.

Sponsor cannot contain slogans, sayings, pictures, audio or other form of additional information relating to the sponsor or his or her business. Slogans, statement or similar can not be used even if these elements are part of the sponsor’s trademark or logo. It cannot use items from sponsors advertising campaigns identification. It cannot be used trademark, logo, advertising figures and the like used in the marketing of products or services under Norwegian legislation are forbidden to advertise.

Identification of the individual sponsor may last up to 10 seconds. If a program has three or more sponsors, sponsor total is 30 seconds.

Mass Media Authority may lay down a limit for when a program must be identified as sponsored.

§ 03.11 . Ban on sponsorship of broadcast programs

Natural or legal persons whose purpose is to engage in business activities may not sponsor children and Youth programs.

Political party organizations cannot sponsor the broadcast program.

§ 12.03 . Premier broadcast program

In the application where it occurs prizes, prize presentation must not be more extensive than the information that may reasonably be required to inform the public about the prize. The presentation should not include information about the sponsor or of other sponsors of products or services.

It should appear particularly care upon presentation of prizes in children’s programs.

§ 3-15 . Supervision of advertising and sponsoring broadcasts

Consumer Ombudsman supervises advertising under the rules given in § 3-1 second paragraph and regulatory § ​​3-4 second paragraph and § 6.3. The government agency that oversees the advertising ban under other provisions of Norwegian law supervises the regulatory § ​​3-4 first paragraph.

Mass Media Authority supervises that other rules are observed.


Under the Broadcasting Act, we have four commercial-free days a year. These days are:

The films will be informative / enlightening and contain solicitations for financial support / compensation. The film can be a maximum of 30 seconds.
